I think I agree with your general hypothesis although there are more than a new individual statements I would query. E.g. “The problem with ideologies is that they are prejudice presented as common sense.” Oh rlly? However I swore off arguing about Habermass, Locke and Mill in 1993 and I’m not sure I wan’t to get drawn into those debates again! I will say this though, I certainly agree with the following statement…

“if mechanism and theory are taken into account, asking about “openness” and public policy is not a single question but a prompt to ask questions in a range of contexts.”

I think that’s what is interesting about all these debates about “openness” in all their guises. They prompt us to ask a whole host of questions about the status quo.
