There are a large number of vendors willing to sell Moodle packages that make the deal a “traditional vendor-and-client model” (see http://moodle.com/partners/list/ for a list of the “official” ones)

The issue is not one of preference, rather it is an inability to understand the process behind procuring open source coupled with the suppliers infancy. OSS Watch explored this in a workshop in April 2008 (http://www.oss-watch.ac.uk/resources/procurement08.xml).
